SURF Foundation in the Netherlands
Stimulation and improvement of the use of computers and computer services in the Netherlands; those are the goals of SURF.
SURF is the cooperative organisation for the advancement of computer services in higher education and scientific research in the Netherlands. The SURF bureau is located in Utrecht. Participants in SURF are all the Dutch universities, the institutions for higher vocational education and governmental and industrial research centres.

Partly due to the SURF activities, 400.000 teachers, researchers, students and administrative staff working in universities, institutions of higher vocational education and research centres in the Netherlands can integrate the latest possibilities of information technology in their work or study: computer hardware, software and electronic information services.
SURF is responsible for the management of a number of large scale projects. These are all in the field of innovation and development, quality control and planning, protection of interests and public relations activities.

Innovation and development
The implementation of SURFnet, the Dutch network for information and communication services, constitutes a large contribution to the improvement of computer services. Through SURFnet, researchers, teachers, students and staff have the opportunity to communicate electronically with each other, exchange data and refer to electronically stored information. SURF keeps constant attention to the innovation of the national infrastructure as well as the innovation of communication services. In this respect innovation projects are stimulated by SURF and executed by SURFnet bv.
The Dutch PTT and SURF are the two shareholders in the SURFnet bv. (limited company).

SURF has several programmes through which projects are initiated en stimulated that are especially developed to support the use of computer infrastructure and services within and between institutions of research and higher education.

Two important programmes are IABB (innovation of information-technology applications in administration and management) and IWI (innovation of the provision of scientific information).
IABB focusses on the development of a chipcard for students, that will be available in September 1997, and the development of data-models in the field of finance, personnel, students and housing.
As scientific information is the basis for research, the Dutch universities and the scientific institutions joined forces in the IWI-programme and work together on plans and projects to stimulate the innovation in this field.

Quality control and planning
SURF's WTR (Scientific Technical Council) advises universities and institutions for higher vocational education on their automation plans. The WTR tests these plans in order to avoid problems when connecting local computer networks to the national infrastructure SURFnet, for example.
The WTR keeps a close track of trends in information technology and in the needs of computer users. The WTR compiles a trend report once every four years in which the Council takes stock of the current situation and developments in the application of information technology within the higher education sector, internal and external.
In this way SURF supports the institutions of higher education and scientific research to anticipate on developments that can improve the use of computers and computer services in education, research and study.

SURF and its subsidiaries
SURF has put out a number of activities to limited companies: SUAA bv, SURFnet bv and SURFdiensten bv.

SURFnet bv
SURFnet bv exploits the SURFnet network, the national computer network for education and research in the Netherlands. As a national network, SURFnet interconnects the local networks of the affiliated institutes. In addition, SURFnet provides links with other domestic and international networks, both research networks and public networks.
SURFnet connects to the Internet, of which it forms part.

Currently, May 1996, the national SURFnet backbone is a 34 Mbit/s IP network, which will be upgraded to a 622 Mbit/s ATM network by the end of 1997. In 1995 the international connections have been upgraded from 8 to about 20 Mbit/s: 8 Mbit/s to the U.S., 2 Mbit/s lines to Janet, Nordunet, EuropaNET and DFN, and a 1.5 Mbit/s connectionwith CERN in Geneva. With Ebone and others there is peering over a 4 Mbit/s connection. There are more than two hundred institutes connected to SURFnet with an estimated number of users close to 200.000. Through SURFnet they can use services like e-mail, FTP, telnet, Gopher, World Wide Web, etc.

The continued innovation of its services is the core of SURFnet's existence. Work commissioned by Stichting SURF and self-initiated innovatory projects conducted by SURFnet are generally concluded by operational services that are funded entirely by the users.
Research on the ATM technique is carried out in the SURFnet4 project, research on multimedia network applications in the projects SURF-ACE (Advanced Communications Environment) and Desire (a European project which is coordinated by SURFnet and funded by the EC), research on ISDN in the SURF-it project. The innovative projects are mostly carried out by the universities and other institutes connected to SURFnet. Within the Desire project there is a collaboration between 22 partners from 8 countries.
The outcome of the innovative projects are made public by publications in paper and electronic format and by seminars and conferences. The knowledge present within the SURFnet organisation is available to everyone via the business unit SURFnet Expertise Centre at commercial rates.

SURFdiensten bv
SURFdiensten deals with concluding licensing agreements with suppliers of software, hardware, lifeware and information services. As it presents for this purpose the entire sector higher education and research in the Netherlands, it can obtain exceptionally favourable terms. Contractparties as SLBdiensten and APS IT-diensten handle the other levels of education for SURFdiensten. Her own market higher education and research includes about 150 institutions and about 500.000 students and employees.

Institutions can individually choose from the assortment that SURFdiensten has put together. In this way it is possible, for example, for all staff members and students of an educational establishement to obtain user rights to popular software for a fraction of the normal price.

It is apparent that these licenses have been a great succes. It should therefore come as no suprise that in recent years the assortment offered by SURFdiensten has expanded to encompass a broad scale of products: from the most of the popular applications and operating systems to information services delivered on the network or CD-ROM. Even hardware and instruction manuals are available under license. In total SURFdiensten now has about 60 license agreemeents.
The entire shareholding of SURFdiensten bv is in hands of the SURF Foundation.

Public relations activities
The magazine SURF Cahier (free of charge) informs the readers about the development and the possibilities of automation in higher education and scientific research. Researchers, teachers and students demonstrate in this magazine what their use of (super)computers for and what possibilities computers offer. The magazine is published in Dutch.
Since May 1996 SURF is present on the World Wide Web. The Internet-site informs about the activities and organisation of SURF, the most recent developments in the projects and other relevant issues. The URL of the Web-site is: www.surfbureau.nl. The site is (at this moment still) in Dutch.
SURF organises several congresses and seminars on information technology. The latest applications and possibilities are considered and shown. Universities, institutions of higher vocational education, research centres and suppliers are often invited to exhibit on a fair as part of the congress.

Finances
The largest financial contribution to the SURF projects comes from the Ministry of Education and Scientific Research. The Ministry of Economic Affairs also contributes to the innovative projects. Automation in agricultural education and research is financed by the Ministry of Agiculture, Nature Management and Fisheries. Institutions of higher education and scientific research and the private sector contribute to the realisation of the SURF projects as well.
